According to the BBC Ticker, MDC [Movement for Democratic Change] leader Morgan Tsvangerai announced that he is willing to participate in a run off election. The condition is that it must be a «Free and Fair Election in a Secure Environment and with International Monitors». Mr. Tsvangerai made this remark in spite of his claim of having won the elections without a need for a run off. I have two questions:
1. How can a runoff election be conducted when the original results have not been released?
2. What will be the response of Mugabe and the International Community?
