An Open Letter To Senator and Governor Rick Scott [Florida] Concerning COPPA, FTC, and You Tube [RCAG]

Dear Mr. Scott

I am writing as a You Tube (YT) visitor and creator concerning COPPA. COPPA is a great law but the terms of enforcement for You Tube creators is vague and the fine of $42000 per video harm small creators without taking into account that the majority of You Tube creators do not make Money on their channels.
There are You Tubers who dont make Money because of Lack of audience or the ever changing rules that punisher unfairly the small businneses while rewarding the big ones on the basis of politics. While You Tube and the FTC wants You Tubers to classify their videos as Child friendly or Adult Friendly there is no middle ground and no rules to define these categories.
You Tube and FTC must use COPPA
1. Define Child Friendly, Adult Friendly and Middle Ground
2. Apply the rules fairly without regards to political ideology and taking into account the financial situation of the You Tube creator.
