It was inevitable taking into account that VOA never represented the USA nor its interest. I listened to shortwave radio from the 1960s until its demise in the 21st Century. I remember one of many incidents in the Dominican Republic [early 1980s] in which VOA was transmitted but many listeners did not hear VOA.
Instead, they heard WRNO [New Orleans] which was a shortwave station of a local station. The same applied to many local stations in Florida, Georgia which could be heard in the Dominican Republic. The programs which featured Budweiser Commercials, Wendys, Pizza Hut, Radio Shack or even Sears. This represented America more than VOA to listeners in the Dominican Republic who wanted the real thing.
Radio Marti [another arm of VOA] may have had good intentions but there are many stations transmitting into Cuba that Radio Marti is no longer needed in an era in which programming is instant and direct.
